In a tentative agreement signed Oct. 19 and ratified by members the following week, SEIU, AFSCME and JHS management agreed to a deal that would put more money in members’ pockets and achieve equity with the 4% COLA other county unions received. Some insurance changes are also in the agreement.

Bargaining Update #4: We Want Our 4%
At the Sept. 27 negotiation session, management stuck to a proposal it had floated at a previous session to give employees a two percent COLA and one-time bonus payment of 2%, with the possibility of another 2% COLA next year, if employees help JHS earn more money on efficiencies. The bargaining team expressed support for continuing to help Jackson get safer and more efficient, but stood firm on our position of demanding no less than a 4% COLA – the same as other county unions.
Bargaining Update #3 Management Proposes Two and Two, Union Stands Firm on 4%
At the Sept. 1 negotiation session, management proposed a two percent COLA beginning Oct. 1, 2016, and one-time bonus payment of 2% for employees hired before April 1, 2016. They also proposed taking the Standard HMO plan out of the insurance options offered to employees, but retracted the proposal after the bargaining team rejected it out of hand.
Bargaining Update #2: Union Proposes 4% COLA, Management Suggests Bonus Instead
SEIU Local 1991 and AFSCME put on the bargaining table a proposal for a 4% Cost of Living Adjustment (COLA) at Monday’s negotiation session. Jackson unions have always mirrored the same COLA as the other Miami-Dade County unions and those unions have already agreed to a 4% COLA for 2017. Management indicated would like to discuss a bonus model, but said they weren’t ready to discuss specifics.
First Bargaining Session on COLA, Insurance
In an historic statement of unity, bargaining teams from SEIU Local 1991 and AFSCME Local 1363 came to the bargaining table together on July 5 to begin negotiations over a COLA and the insurance plan for 2017.
Company 300 Tentative Agreement Reached!
On June 10, the Local 1991 bargaining team reached a historic tentative agreement for all union-eligible employees moving from Company 300 to Company 410 (Professionals). The agreement, which is an addendum to the existing Professionals contract, must still be ratified by employees in the Professionals bargaining unit, as well as the Public Health Trust and the County Commission.
Labor and Management Partnership to Improve Staffing Ratios
The Quality Nursing and Career Development Committee launched its first meeting Feb. 20 to begin improving staffing ratios throughout the system. Local 1991 negotiated new nurse-to-patient staffing ratios in the 2014-2017 contract.

Company 300 Joins Local 1991
Eligible employees in Company 300 overwhelmingly approved being represented by SEIU Local 1991. Members of Company 300 will be covered by the professionals contract recently approved by all parties.
