2026–2029 Contract Bargaining Update: Session #2

Dear SEIU 1991 Member,

We had our second bargaining session for the 2026–2029 contract on Thursday, October 1, at the SEIU 1991 office. Like our last bargaining session, we reaffirmed our commitment to building a more sustainable Jackson Health System by supporting the nurses, physicians, and healthcare professionals who make that possible.

We are currently prioritizing non-economic issues because of the proposed property tax cuts in Amendment 3, which will appear on the November ballot. This amendment continues to create uncertainty for Miami-Dade County’s financial outlook as well as all of Florida. County commissioners and other county entities, such as Jackson, are closely monitoring the looming fiscal impact if the measure passes.

Until there is greater clarity on the financial situation, Jackson leadership and the Mayor are not considering any financial increases until after November 3rd, when Amendment 3 hopefully fails.

This is why we are encouraging everyone to vote NO on Amendment 3: eliminating property taxes could limit our ability to get a simple Cost of Living. It’s not a tax cut; it’s a cost shift!

In Bargaining Session #2, we proposed many non-economic improvements and clarifications to all three contracts, such as:

  • Arbitration: Extending timelines.
  • Leave Without Pay: Change “May” to “Shall” for up to one year for MLOA.
  • Just Cause, Corrective Action: Improving the process, and management agreed with us that it should be less punitive.
  • Employment Practices, Resignations: Extending timelines relating to letters of resignation.
  • Remote Work: Redefining the process for remote work and the ability to challenge when supervisors deny a request.
  • Reassignment Procedure: We proposed clarifying the language.
  • Floating Language: Incorporating float language for Professionals.

Management listened and agreed with many of our proposals. We are working with management to set the next bargaining date.
